PROCEDURES REGARDING THE RULES OF ENTERING HUNGARY FOR ERASMUS+, CEEPUS AND BILATERAL STATE SCHOLARSHIP HOLDERS

Dear Erasmus+, CEEPUS and Bilateral State Scholarship Holders,

Hereby, Tempus Public Foundation would like to inform you about the entry procedures to Hungary in force.

As per ’Government Decree no. 408/2020 (VIII. 30.) about travel restrictions during the epidemiological preparedness period’, as from 1st September 2020, Hungarian higher education institutions may receive incoming scholarship-holders under the below conditions.

I. Incoming students:

  1. Foreign students travelling to Hungary with a long-stay-type ’D’ visa, or with a valid Hungarian residence permit for a period exceeding 90 days, are treated equally to Hungarian citizens.
    1. Thus, they may enter Hungary without submitting a special request prior to their arrival as the residence permit procedure covers it.
    2. They may be subject to a medical control upon entry in Hungary and are obliged to stay in a 10-day-long self-isolation (quarantine). The quarantine may be shortened by the competent epidemic authority in case of 2 negative COVID tests (taken within 5 days with a 48-hour difference between them). (Based on the modification of the Governm. decree no. 408/2020., the first of the two above-mentioned obligatory tests can be taken in a country belonging to the Schengen zone, or in the USA or Canada, and its result has to be certified by an official document in Hungarian or English language.)
  1. Non-Hungarian citizen students
    1. may enter Hungary with the purpose to fulfill study or exam obligations if a certificate issued by the receiving higher education institution certifies it (please, see the certificates in Annex 1 (full degree programmes) and Annex 2 (partial studies/internship/study visit programmes) at end of this document: medical-examination-rules_20200902_EN.pdf).
    2. based on the certificate, prior to entering Hungary, have to submit an equity request to the competent local police authority which may approve the entry - https://ugyintezes.police.hu/en/meltanyossagi-kerelem ,
    3. may be subject to a medical control upon entry in Hungary, and in case of infection, they are not allowed to enter Hungary. If no infection can be detected, they are obliged to stay in a 10-day-long self-isolation (quarantine). The quarantine may be shortened by the competent epidemic authority in case of 2 negative COVID tests (taken within 5 days with a 48-hour difference between them). II. According to the same Government decree, incoming scholarship-holder teachers, staff members or researchers on study visit can be received in a higher education institution, research institute or museum meeting the below conditions:

Incoming scholarship-holder teachers, staff members or researchers on study visit should ask their receiving institution for an official acceptance letter (we propose to use Annex 2 of this document for composing the letter: medical-examination-rules_20200902_EN.pdf). Upload it in the equity request for entry permission filling out the supporting documents on the National Police’s website (in Hungarian or in English at https://ugyintezes.police.hu/en/meltanyossagi-kerelem). This should be done prior to travelling to Hungary. The National Police will provide them with its decision.

Incoming scholarship-holder teachers, staff members or researchers on study visit are entitled to enter Hungary according to paragraph i) (’acknowledgeable reason outside points a)-h)’) of the Government decree.

They may be subject to a medical control upon entry in Hungary, and in case of infection, they are not allowed to enter Hungary. If no infection can be detected, they are obliged to stay in a 10-day-long self-isolation (quarantine). The quarantine may be shortened by the competent epidemic authority in case of 2 negative COVID tests (taken within 5 days with a 48-hour difference between them). If teacher or researcher scholarship-holders holding a signed scholarship agreement with Tempus Public Foundation have any extra expenses, connected to their scholarship period and due to the COVID-19 pandemic, they are entitled to submit a request for extra financing to Tempus Public Foundation on its online platform at https://vismaior.tka.hu when closing down their scholarship period.
